I believe these work on a vacuum principle. The fuel only flow as the engine cranks...except in the pri position which allows some fuel to prime (hense the "pri")the engine for starting (when the carb is dry). You probably threw away a vital part which controls the vacuum and fuel flow...like a spring? To operate properly I believe you will need to fix it back right. See if a kit is avaliable . I think it may be. I had the same trouble on a Yamaha.
